The delivery heightens the risk of potential conflict involving Egypt, Ethiopia, Somalia, Somaliland, and other regional actors. Egypt and Somalia have strengthened ties this year, distancing themselves from neighboring Ethiopia amid rising tensions over the Grand Ethiopian Renaissance Dam (GERD) on the Nile River.
