Foreign vessels head to eastern Libya despite ongoing oil blockages

Despite the collapse of Libya's oil production and an ongoing banking crisis, oil tankers continue to dock at Benghazi and other ports in eastern Libya, where a variety of vessels are being received. On September 15, the Turkish vessel Haci Kemal arrived in Benghazi from Russia's Black Sea port of Novorossiysk. The Guinea-Bissau-flagged tanker Seal completed a similar journey from the same port. Eastern oil terminals, operated by the state-owned National Oil Corp (NOC), are also seeing renewed tanker activity, loading Libyan crude.
