Libya signs raft of cooperation deals with Italy

Libya and Italy signed multiple cooperation agreements this week, targeting development, investments, and infrastructure in a sign of strengthening ties between the Mediterranean neighbors. According to AFP, the accords were signed by Libyan Prime Minister Abdulhamid Dbeibah and Italian Prime Minister Giorgia Meloni at the Italian-Libyan Business Forum, held in Tripoli after a ten-year break.

These agreements aim to boost Libya's economy and include the return of ITA Airways flights in December, as well as the reopening of a coastal highway spanning 1,800 kilometers from Tunisia to Egypt. Additional agreements cover banking, health, and trade, with a focus on supporting small and medium enterprises.

Italy remains Libya's largest trading partner, with bilateral trade worth more than $10 billion Euros in 2022. The agreements come as part of Italy's "Mattei Plan" for Africa, aimed in part at reducing irregular migration from Africa via investment in the continent. Meloni described this “non-predatory” partnership as essential to stabilizing the region and encouraging sustainable growth.
