Leaked documents suggest Russia has adopted a new strategy in the Mediterranean, shipping weapons and military equipment to Khalifa Haftar, the commander of eastern Libya's General Command and retired Major General. According to the European Union Naval Force Mediterranean Operation Irini, Russia is circumventing international sanctions by using a concealed "ghost fleet" of hundreds of old merchant ships with unclear ownership to deliver military supplies to Haftar.
