Egypt's Financial Regulatory Authority has presented a draft roadmap for phased implementation of IFRS sustainability disclosure standards, aiming to align national frameworks with international norms and enhance market transparency for investors.

The Financial Regulatory Authority (FRA) of Egypt has outlined a draft roadmap for the phased adoption of sustainability disclosure standards, aiming to bring national reporting practices in line with international benchmarks. The initiative was discussed at a workshop in Cairo, organised in partnership with the European Union and the United Nations Development Programme (UNDP), as part of the Sustainability Disclosure and Management Hub programme.

The programme, led by the UNDP under the EU's Sustainable Finance Advisory Hub, seeks to strengthen Egypt's sustainability management and disclosure frameworks. It also aims to foster cooperation between regulators, government bodies, and market participants, with the broader goal of attracting investment and supporting Egypt's climate commitments and Sustainable Development Goals.

Phased approach to disclosure implementation

The draft roadmap proposes a multi-stage process for introducing sustainability disclosure requirements. The first phase focuses on simplified climate disclosures, followed by the initial application of the IFRS Sustainability Disclosure Standards, and ultimately their full implementation. The approach is designed to accommodate varying levels of readiness among regulated entities, considering factors such as governance, data quality, internal systems, technical skills, and audit requirements.

A subsequent phase is planned to introduce disclosures aligned with the Global Reporting Initiative (GRI) Standards, broadening the framework to cover impact-related reporting and double materiality. This staged process is intended to allow Egyptian companies to gradually build capacity and adapt their systems to meet evolving regulatory expectations.

Regulatory priorities and market impact

Islam Azzam, Chairperson of the FRA, stated that the development of a robust sustainability disclosure framework is intended to provide investors and other stakeholders with more reliable and comparable information on sustainability-related risks and opportunities. This, he argued, will support more efficient decision-making, capital allocation, and enhance the competitiveness of Egyptian markets.

Azzam noted that the FRA has already taken steps to align with international standards, including the Task Force on Climate-related Financial Disclosures (TCFD) recommendations and broader ESG requirements. He emphasised that the draft roadmap remains under review and is designed to allow regulated entities to gradually strengthen their data systems, governance, and internal controls.

The workshop was attended by senior FRA officials, representatives from the EU Delegation to Egypt, the UNDP, and other stakeholders. Participants reviewed an assessment of current disclosure practices, which identified challenges related to data quality, institutional structures, and the availability of expertise and resources. The assessment also highlighted the need to better link sustainability objectives with measurable outcomes and to further integrate sustainability into strategy and risk management.

Capacity building and next steps

To address identified gaps, the roadmap includes measures for capacity building, technical guidance, digital transformation, and the provision of data tools. Mahmoud Gibril, Assistant Chairperson of the FRA, stressed the importance of developing the institutional and technical infrastructure required for effective implementation, including staff training, improved data quality, and enhanced governance systems.

Gibril added that the roadmap builds on Egypt's existing ESG and climate disclosure requirements, rather than creating a parallel system, and aims to transition gradually to the IFRS Sustainability Disclosure Standards as the international reference. The intention is to provide a disclosure framework that is both internationally aligned and tailored to the Egyptian context, improving the quality of sustainability information and supporting the ability of Egyptian companies to capitalise on sustainability-related opportunities.
