Julyana Free Zone Port has completed an IMO-accredited security training for its staff, finalising security plans for key port facilities and moving closer to international compliance certification, with direct implications for Libya's port operations and trade.
Julyana Free Zone Port in Libya has concluded an International Maritime Organization (IMO) accredited training course focused on Port Facility Security Assessment for its Security and Safety Department staff. The initiative is part of efforts to strengthen security protocols and align the port's operations with international standards.
The training covered the development and implementation of security plans for critical port areas, including container loading and storage berths. Participants worked through 28 hypothetical incident scenarios involving hazardous goods, learning to classify and respond to incidents based on risk levels. The course also addressed coordination procedures with security agencies and practical training on inspection equipment such as reflective mirrors.
Security Plans Finalised for Key Port Facilities
As a result of the training, security plans have been completed for four major port facilities: the container terminal, oil platform, dry bulk (grain) terminal, and general cargo terminal, as well as administrative buildings. These plans are now undergoing final approval, a step required for the port to obtain compliance certification under IMO regulations.
Port facility security officers received targeted instruction on the effective implementation of these plans, with at least eight officers expected to be certified to operate according to IMO standards following an evaluation exam at the end of the course.
Impact on Port Operations and Trade
The Julyana Free Zone Port management stated that the adoption of improved security procedures, combined with 24-hour operations and the introduction of modern equipment, has accelerated cargo handling and reduced vessel waiting times. These operational improvements have reportedly increased demand from traders to use the port for imports, reinforcing its role in Libya's trade and logistics sector.
This training forms part of ongoing efforts to complete the port's security assessment and achieve internationally recognised compliance, which is expected to enhance the port's competitiveness and operational reliability in the region.
