Egypt has introduced the IDEIA digital platform to streamline environmental impact assessments, aiming to reduce investment delays, enforce environmental standards, and support green industry with €271m in European and national funding.

Egypt has launched the Integrated Digital Environmental Impact Assessment (IDEIA) platform, a new system designed to speed up investment procedures and strengthen environmental compliance. The initiative, announced by the Ministry of Environment and the Ministry of Investment and Foreign Trade, is part of Egypt's broader digital transformation strategy for sustainable industry.

The IDEIA platform is a core component of the Green Sustainable Industry (GSI) programme, which is backed by €271 million in joint funding from the European Investment Bank, the European Union, the French Development Agency, and the Egyptian government. The platform aims to replace paper-based processes, allowing investors to submit and track environmental studies electronically, reducing manual intervention and providing more transparent data on application progress.

Addressing Investment Bottlenecks and Environmental Standards

Minister of Local Development and Environment Manal Awad stated that the IDEIA system was developed in response to investor concerns about delays in environmental assessments. By digitising the process, the government aims to accelerate approvals while maintaining strict environmental standards. Awad emphasised that the platform's effectiveness will depend on integrating data across agencies and ongoing staff training to ensure efficient and compliant decision-making.

Minister of Investment and Foreign Trade Mohamed Farid Saleh highlighted that the IDEIA platform is part of a wider "Economic Entities Platform" intended to stimulate both domestic and foreign investment by shortening the documentary cycle. Farid also noted that the digital linkage between licensing authorities will create a comprehensive project database, helping policymakers identify priority sectors based on real-time data.

Carbon Compliance and Renewable Energy Incentives

Farid addressed Egypt's efforts to develop a regulated voluntary market for trading carbon emission reduction certificates, underlining the growing importance of carbon footprint calculations for the competitiveness of Egyptian exports. The Ministry of Investment is activating incentives under the Investment Law for companies committed to reducing emissions.

In collaboration with the Ministry of Electricity and Renewable Energy, the investment ministry is also establishing a registry for renewable energy projects targeting small and medium-sized enterprises (SMEs), enabling them to benefit from carbon certificate trading.

European Support and Industrial Impact

Guido Clary, Head of the European Investment Bank's Regional Hub for North Africa and the Near East, said the unified platform allows project developers and approved consultants to submit studies electronically, while the Egyptian Environmental Affairs Agency manages reviews and approvals. This aligns with Egypt's Vision 2030 digital transformation goals.

Anne Schouw, Chargé d'Affaires of the EU Delegation to Egypt, stated that streamlining workflows and reducing processing times will support the industrial sector and help companies advance their projects. She added that the system is part of ongoing EU-Egypt cooperation to update environmental policies, support green production, and enhance export opportunities for Egyptian industries.
