Applications are due by November 30, 2026, for solar projects with at least 350 MW of combined capacity. Construction is tentatively scheduled to start in the second quarter of 2027.

Morocco issued a qualification notice on October 14, 2026, for contractors to develop at least 350 MW of ground-mounted solar capacity. The NOOR PV Multisites programme covers five regions, with power purchase agreements planned to run for 25 to 30 years if the projects proceed.

The programme calls for four to six photovoltaic plants, each with an indicative capacity of 40 MW to 170 MW. The planned sites span Casablanca-Settat and Béni Mellal-Khénifra. Marrakech-Safi and Souss-Massa are also included, with Guelmim-Oued Noun completing the five-region footprint. The request for proposals is expected to specify exact locations and capacity allocations.

Two stages to select contractors

Applicants must first qualify. The assessment will examine financial strength and technical expertise, including the ability to deliver projects at this scale. Companies that pass will be invited to submit detailed technical and commercial proposals.

The contract covers engineering and equipment supply. Construction is also included, alongside long-term operation and maintenance services. A special-purpose company established by a subsidiary directly or indirectly controlled by the Moroccan Agency for Sustainable Energy, or Masen, will act as the contracting entity. Utilities Middle East reported the qualification notice and procurement details.

The special-purpose company is expected to sign power purchase agreements with the National Office of Electricity and Drinking Water, known as ONEE. Prequalification applications are due by November 30, 2026. Requests for proposals are expected toward the end of 2026 or in early 2027, with final bids anticipated by March 2027.

Milestones and Morocco's renewable target

Morocco aims to raise renewables to more than 52% of installed electricity-generating capacity by 2030, according to Medi1News coverage of the target. A separate report put renewables at about 45.5% of installed capacity in mid-2025, while they accounted for around 25% of actual electricity generation.

Maghreb Insider has also covered Morocco's low-carbon transport plans in its earlier industrial coverage.

Financial close and the start of construction are tentatively scheduled for the second quarter of 2027. The estimated construction period is about 18 months. Commercial operations could begin in late 2028 or early 2029, subject to execution and commissioning.
